Olusegun Hamed Olugbile, MSc, PhD, FNCS, MNCS, npf, FIIM, CDPSE, FNCPC, FESSIG, CDOA, AGSDC

He is a Chartered IT Practitioner and a Certified Cybersecurity Governance and Data Protection practitioner.  A seasoned 360-degree techno-entrepreneur with over 22 years of experience spanning the private and public sectors. Co-founder/CEO of Araba Technologies, a partner with the Central Bank of Nigeria to support the adoption of the e-naira digital currency through licensed cloud services. An expert member of the National Advisory Committee on Electronic Commerce (NACEDE) and currently chairs the ICT/Digital Economy Trade Group at the Abuja Chamber of Commerce. He is also Cofounder/Principal Partner at Data Analytics Privacy Technology Ltd, leading the implementation of data protection compliance services in Nigeria, including major banks and multinationals. A co-founder of Micromedia Computers Ltd, a major Dell enterprise partner. Olugbile founded the Global Network for Cybersolution (GNC), a non-governmental cybersecurity advocacy organisation, in 2008, and facilitated the GNC-IMPACT partnership for cybersecurity skill development in West Africa, whilst earning the SAN Institute-IMPACT Cybersecurity Skills Scholarship for young Nigerian professionals in 2010. Olusegun is the Architect of National Cybersecurity Policy and Strategic Frameworks spanning three National Security Advisers, served as a pioneer member of National Cybercrime Advisory Council, including co-pioneering Nigeria Internet Governance Framework, Nigeria Data Protection Regulatory Framework and Strategic Masterplan for Nigeria Data Protection Commission,  National E-Commerce Policy and Strategy, and the Emerging Technology Skills Development Strategy impacting the backbone of Nigeria's digital economy and regulatory institutions. Olugbile is also a Principal Consultant for Nigerian public institutions and co-founded the International Centre for Emerging Technology (ICET) at the Federal University of Technology, Minna. A leading facilitator at the ICET, Financial Institution Training Centre (FITC), School of Advanced Cybersecurity Studies (SACS), and the School of Politics, Policy & Governance (SPPG).. Olusegun co-developed the first Nigerian Child Online Protection (NCOP) initiative, which the Nigerian Communications Commission adopted. In 2012, he developed the Nigeria Police Cybercrime Emergency Readiness Team (NIPOCERT), which the Federal Ministry of Police Affairs adopted. Olugbile served on the UN Secretary-General's Global Multi-Stakeholder Advisory Group on Internet Governance for three consecutive terms. In 2014, the UN in Geneva recognised him as the Ambassador of Internet Governance. The first African to propose and facilitate a main session on cybersecurity at the global Internet Governance Forum, Geneva; co-chaired the UN-IGF Cybersecurity Best Practice Forum for two terms and was recognised by the G-7, UNECA, AU, and ECOWAS.  A fellow of the European School of Internet Governance, Germany; a GFCE expert reviewer of ECOWAS Data Governance & Digital Sovereignty Directives, Germany; member of the advisory board for cybersecurity of the Global Skills Development Council (USA); UNECA expert reviewer of WSIS 20+ and ITU Global Cybersecurity Index in Africa 2024. Olugbile has earned numerous accolades, including the Nigerian Senate Special Recognition Award for Cybersecurity and Data Protection in 2018, the Thomas Sankara Leadership Prize as the Pan-African Technology Icon of the Year in 2023, and the African Innovation Award of the Year in 2021. The 1st Cybersecurity Advocate by the Nigerian Computer Society-National IT Merit Award (NCS-NITMA) and was listed among the 100 leading Telecoms and Digital Economy Personalities in Nigeria by the Association of Telecom Companies in Nigeria (ATCON). A distinguished National Policy Fellow of the Abuja Chambers of Commerce National Policy Advocacy Centre. He also received special national recognition awards twice from the Office of the National Security Adviser (ONSA), the Department of State Security Service (DSS), and the Defence Space Administration (DSA). Olugbile attended the University of Ibadan, the Federal University of Technology, Owerri, and Nasarawa State University, and holds postgraduate and qualifications in Electrical/Electronics, Information Technology, and Cybersecurity. He is a registered professional member of the Computer Professionals (Registration Council) of Nigeria, the Nigerian Computer Society, the Information Systems Audit and Control Association (ISACA), the Global Skills Development Council (GSDC), the African ICT Alliance, and the Institute of Information Protection and Privacy (IIPP) Africa, and a founding member of Continental Project Affairs Associates, a consortium of technology professionals, he has also served on the Board of AfICTA,  among others.
