EIU: Intra-African Business Below Potential

Trade among African countries remains well below potential, though the continent’s largest economies have increased the share of their exports that stays within Africa over the past two decades (see chart, below). The largest African source of capital investment in the continent—South Africa—was only the eighth largest investor in 2014, trailing behind the likes of France, Greece, the United Arab Emirates and China, according to fDi Intelligence.

For intra-African trade to take off, a number of things need to happen. More power supply is needed to support transportation and communications infrastructure. Better transportation, in turn, will support the roll-out of electricity and communications networks.

Chairman AfICTA at the WSIS Forum High Level Session on Digital Divides in Geneva outlined steps to bridging digital divides. The steps include:
 
1. Institution of multi-stakeholder (M/S) approach (exemplified by ICANN and IGF) at strategy formulation, implementation and benefit assessment and realization. For example, the newly composed M/S Cybersecurity Council in Nigeria is a step in the right direction 
2. In-depth review of national e-Strategies earlier accomplished with embedded mechanism for implementation, follow-up, collation of metrics and sustainability.
3. Following  2 above, there should be active peer review engagements across sub-regions and regional economic blocks
4. International cooperation and collaboration to enrich 3 above among others
 
Other considerations for bridging digital divides he mentioned include:
5. Innovative Citizen engagement initiatives
6. Institution of transparency and accountability in project implementation
7. Constant exploration of better and more cost effective alternatives through innovation
8. Expansion of ICT skills acquisition programmes and upgrade of school curricula
9. Creating opportunity for universal access and reducing broadband cost through special tax breaks and incentives. In the word of African richest man Nigeria’s Aliko Dangote on what states need to do. “They (States) can create jobs and give incentives to people to come and invest, they should assure people that they are not going to be slammed with various taxes which is what some of them do.”

Dr Peter Major (Hungary) Chair of the United Nations Commission on Science and Technology for Development (CSTD), announced Dr Jimson Olufuye, Chair Africa ICT Alliance - AfICTA, as a member of the CSTD Working Group on Enhanced Cooperation. Dr Major made his decision Pursuant to UN GA resolution 70/125 which requests the Chair of the Commission on Science and Technology for Development through the Economic and Social Council, to establish a working group to develop recommendations on how to further implement enhanced cooperation and on the basis of the notes dated the 26 January 2016 and 3 March 2016 and the consultations undertaken in this context.

IGF 2016 Call for Workshop Proposals

In light of the momentum generated by the newly-adopted sustainable development agenda, the MAG proposed ‘Enabling Inclusive and Sustainable Growth’ as this year's overarching theme. The sub-themes for the meeting will be determined in part by the workshop proposals received, with workshop proposers invited to write in their own tags, particularly on emerging and new issues, if not covered under the selection of tags provided. These include, but are not limited to, The Role of Internet and ICTs in Achieving the SDGs; Policies Enabling Access and the Digital Economy; Human Rights Online; Cybersecurity; Women and ICTs; and Critical Internet Resources; among many others.

 

All relevant information including the online proposal submission form, guidelines and tips for submitting proposals, can be found below. Proposers are strongly encouraged to read the 'Guidelines' and 'Considerations' documents before filling out the proposal form and making their submission. The deadline for submitting proposals is Monday 6 June.
